It's really flabbergasting that a program like WAP, which is basically preventative medicine for some of our energy problems, is at risk of being cut. WAP is practical, useful and forward-looking on several fronts, so of course it becomes a prime target for budget reduction.
On top of that, I've come across complaints on the web that some states don't do much to make the public aware of the availability of WAP. If homeowners don't know to go looking for it, it seems in some places no one is going out of their way to advertise it. So it's also a good program being systematically under-utilized.
