About Us
Who We Are
CIMA was founded on July 1, 1992, when the Cellulose Industry Standards Enforcement Program (established in 1982) adopted new bylaws, restructuring itself as a trade association. All CIMA members who manufacture cellulose insulation have been certified by a recognized independent laboratory as conforming with all applicable codes, regulations, and standards, including compliance with the Consumer Products Safety Commission’s regulations for cellulose insulation and the American Society for Testing and Materials (ASTM) industry standards in the United States and Underwriters Laboratories of Canada (ULC) and the Canada Consumer Product Safety Act (CCPSA) for manufacturers who produce and/or sell cellulose in Canada.

Rachel Stern, Executive Director
Rachel joined CIMA as Executive Director in February 2022. In her role, she is responsible for expanding the membership base of the organization and promoting awareness of the benefits of cellulose insulation. She also works with partners on expanding policies favorable to the sustainable building materials industry, such as improving building codes to support energy efficiency and save homeowners money. Rachel obtained her BA, JD, and MBA from University at Buffalo, The State University of New York. Rachel enjoys trying new restaurants around Washington, DC and supporting the Buffalo Bills.
